It is necessary to avoid dangerous parallel lines of action&rdquo;, Kaljurand emphasized. &ldquo;Terrorism must be given a global, integrated and consistent response. Only in the case of close and carefully coordinated cooperation of countries and international organizations, is it possible to achieve lasting results,&rdquo; she said.</p> <p>According to the Foreign Minister, it is clear that achieving long-term stability in the Middle East and North Africa is only possible by resolving disputes between non-extremist political, ethnic and religious groups. &ldquo;The key to an effective fight against ISIL and other extremist opponents lies in achieving a political solution to the conflicts in Syria, Libya and Yemen. Approximately 70 small countries have not yet been members of the UN Security Council.</p> <p>Nepal's Foreign Minister gave an overview of recent developments in the country and relations with neighbouring countries.</p> <p>At her meeting with the Foreign Minister of Moldova Natalia Gherman, Foreign Minister Marina Kaljurand stressed the importance of implementing reforms when speaking of Moldova&rsquo;s integration with Europe. &ldquo;There is a need to focus on the fight against corruption, reforming the justice system and improving the business environment,&rdquo; Kaljurand said. &ldquo;None of these reforms are easy, yet they are necessary for Moldova on its road to the European Union,&rdquo; she added, confirming Estonia's support for Moldova's EU integration.</p> <p>The Foreign Minister of Moldova gave an overview of the progress of reforms and recent developments in the country.</p> <p>Kaljurand also pointed out the importance of implementing the EU-Moldova Association and Free Trade Agreement. &ldquo;Estonia supports Moldova in development cooperation through the exchange of experiences that contribute to facilitating integration in the EU,&rdquo; she added.</p> <p>Meeting with the Foreign Minister of Bosnia and Herzegovina Igor Crnadak, they discussed cooperation in the UN and other international organizations, including the mutual support of candidatures in the United Nations and intensifying economic relations.</p> <p>The Foreign Minister also met with Norwegian Foreign Minister Vidar Helgesen, with whom opportunities for bilateral digital cooperation, the implementation of joint projects in Eastern Partnership countries, and Norway&rsquo;s financial mechanisms were discussed.</p> <p>Today, on September 30, Foreign Minister Kaljurand plans to meet with the Foreign Minister of El Salvador Hugo Martinez, to discuss cooperation in the UN, including mutual support of candidacies and reforming the organization. Next year, Estonia will serve with the United States as co-chair of Lifeline.</p> <p>Estonia will take over as co-chair of the Fund from Norway. Foreign Minister Marina Kaljurand said this serves as a recognition of Estonia&rsquo; activities and its contribution to the promotion of democracy and the development of civil society. &ldquo;We consider the role and contribution of civil society to be of great importance from the standpoint of the country&rsquo;s general development, as well as its democratic development,&rdquo; Foreign Minister Kaljurand said, highlighting the importance of the Lifeline Fund&rsquo;s global reach.</p> <p>Kaljurand stressed the importance of the support and ancillary services offered by the fund to CSOs operating in difficult political situations. &ldquo;Despite daily persecution and violence, these people are committed to work for the benefit of society,&rdquo; Kaljurand said. &ldquo;This fund creates additional opportunities for tangible steps towards the promotion of human rights and freedom of expression, which are essential for the development of a peaceful and inclusive society,&rdquo; the Foreign Minister said.</p> <p>Estonia has been associated with the Lifeline Fund since the beginning of this initiative, and has supported activities in Estonia&rsquo;s development cooperation target countries during the years with a total of 80 000 euros. &ldquo;We will continue to support the activities of the fund,&rdquo; the Foreign Minister said.</p> <p>Lifeline, the Embattled Civil Society Organizations (CSOs) Assistance Fund was launched in 2010 at the initiative of the United States Secretary of State, Hillary Clinton. Its aim is to assist CSOs and the people working for them in difficult political conditions in developing countries, providing additional protection for victims of government power persecution.</p> <p>Foreign Minister Marina Kaljurand also attended the high-level Solution Summit event held within the framework of the opening week of the UN General Assembly, which focused on the use of technological possibilities for promoting sustainable development. The Foreign Ministers also discussed possibilities for cooperation in the field of ICT.</p> <p>They also spoke about cooperation in international organizations and the possibilities of mutually supporting each other's candidacies. Estonia and Vietnam are both candidates for the UN Security Council for the period 2020-2021.</p> <p>The Foreign Minister of Vietnam gave an overview of recent developments in the South China Sea.</p> <p>Foreign Minister Kaljurand met in New York with the Foreign Minister of Armenia Edward Nalbandian and the Foreign Minister of San Marino, Pasquale Valentini. For the first time in 70 years, an agreement has been reached that the selection of the Secretary-General must have a clear beginning, information about the candidates must be shared with the Member States and public meetings are to be arranged with them,&rdquo; the Foreign Minister said.</p> <p>All of the high-level representatives who attended the event were of the same opinion, that just as every society wins through having an open and transparent process, international systems and organizations also win. &ldquo;An open and participatory decision-making process has more potential to reach a positive and satisfying end,&rdquo; Kaljurand stated.</p> <p>The Foreign Minister also stressed that in filling high-level UN positions, all rules should be followed, gender balance taken into account and in the case of equal contenders, priority given to female candidates. &ldquo;It is also important that the selection process take geographical balance into account,&rdquo; she added.</p> <p>In addition to Foreign Minister Marina Kaljurand, others in the panel who spoke on the subject of the selection of the UN Secretary-General were the President of Costa Rica Luis Guillermo Solis and former Norwegian Prime Minister Gro Harlem Brundtland, as well as former Mexican President Ernesto Zedillo Ponce de Le&oacute;n, the last two being representatives of the Elders.</p> <p>Estonia, along with Costa Rica, Finland, and nearly thirty other countries, belongs to the UN Security Council working methods ACT (Accountability, Coherence, Transparency) Group. The initiative, launched by Switzerland, is to make the UN Security Council&rsquo;s decision-making and operational mechanisms more reliable, transparent and effective. Since the beginning of this year, Estonia, as the member of ACT leading this issue, has been actively engaged in making the selection process of the UN Secretary-General more open and transparent. It is also sad, that it robbed a year of Eston Kohver&rsquo;s and his family&rsquo;s life,&rdquo; she added.</p> <p>Kaljurand and Lavrov discussed issues related to the ratification of the Estonia-Russia border treaties. Foreign Minister Kaljurand said that the Estonian Government plans to submit the border treaties to the Riigikogu for ratification. Foreign Minister Lavrov said that the Russian State Duma also intends to begin processing the treaties very soon. In addition, other bilateral agreements were also addressed, including those dealing with diplomatic real estate, military graves and emergency situations.</p> <p>Kaljurand and Lavrov also discussed bilateral cultural relations and opportunities to carry out political consultations between the Foreign Ministries, in order to discuss European security and other international issues.</p> <p>The European Union's anti-Russian sanctions were also discussed by the Foreign Ministers. The duties of the vice president will be performed by the Permanent Representative of the Republic of Estonia to the UN, Ambassador Sven J&uuml;rgenson, until the end of July 2016.</p> <p>Ambassador Sven J&uuml;rgenson said that membership in and holding the vice presidency of ECOSOC provides Estonia with an opportunity to significantly increase its international influence and visibility and to intensify relations with developing countries. "Furthermore, Estonia can continue to be actively involved in the promotion of human rights, including women's and children's rights,&nbsp; the rule of law, good governance,the rights of indigenous people and internet freedom," the Ambassador added. Contributing to sustainable development by promoting the use of ICT solutions also remains one of Estonia&rsquo;s priorities. &nbsp;</p> <p>In addition to Estonian Ambassador Sven J&uuml;rgenson, the other ECOSOC vice presidents include the representatives of Switzerland, Argentina and Zimbabwe. The current President of ECOSOC for the current period is the Permanent Representative of South Korea to the UN.</p> <p>ECOSOC is the UN's primary institution dealing with economic and social issues. Its mission includes the promotion of economic development, protection of human rights and international cooperation in the social sector, as well as coordinating the United Nations&rsquo; specialized agencies, programs and funds. The 54 members of ECOSOC are elected by the UN General Assembly. Another important function of ECOSOC will be the monitoring of the post-2015 implementation of sustainable development objectives. The new goals of sustainable development that apply to all UN member states will be adopted on September 25-27 at the UN Sustainable Development Summit.</p> <p>Estonia's membership in ECOSOC began on January 1 of this year and will run until December 31, 2017. Gender perspectives and the inclusion of women cannot be something separate and isolated, and Estonia is contributing to achieving the objectives of the resolution, both internationally, as well as domestically,&rdquo; the Minister said.</p> <p>On the subject of international contributions, the Foreign Minister cited the example of Estonia&rsquo;s involvement in development cooperation and humanitarian aid. &ldquo;Support for women and children constitutes approximately 95% of Estonia's humanitarian aid. We have helped to alleviate their situation, for example, in Syria, South Sudan and Ukraine. We have also supported IT education for girls in the rural Char Bagh area of Afghanistan, within the framework of development cooperation,&rdquo; Kaljurand added.</p> <p>The Minister said that women have a vital role to play in improving the situation of awareness: &ldquo;It is a long process, which has already begun, but there is most certainly a lot more to do. Raising awareness regarding the issue of women, peace and security is a clear and comprehensive priority for Estonia,&rdquo; she stressed.</p> <p>The ENUT conference &ldquo;20 years since the UN Fourth World Conference on Women, &ldquo;Women in favour of gender equality, development and peace&rdquo;&rdquo;, celebrated the 20th anniversary of the UN Fourth World Conference on Women in Beijing in September 1995. Regionally, Eastern European and African countries were highlighted the most, among individual countries, Ukraine was mentioned most often.</p> <p>The survey, conducted by Emor, also revealed that compared to the 2005 survey, the percentage of those interested in issues related to world development has risen by 12%.</p> <p>Over the years, awareness has increased substantially: as much as 60% of the population was able to highlight keywords regarding development cooperation and humanitarian aid in this year's survey. In 2008, that figure stood at 10%.</p> <p>The Director General of the Foreign Ministry&rsquo;s External Economic and Development Cooperation Department, J&uuml;ri Seilenthal was pleased with the high percentages. &ldquo;We want people to understand and value development cooperation and for everyone to be able to contribute to assisting developing countries and the people living there. An important part of Estonia's contribution, for example, are opportunities which have been created to facilitate private donations. Continuing advocacy is also important in order to explain why it is necessary to contribute to solving the world&rsquo;s development problems,&rdquo; Seilenthal said.</p> <p>1000 residents and 50 opinion leaders were interviewed in April and May of this year for the survey presented today, the aim of which was to map the awareness and attitudes of the Estonian population and opinion leaders with regard to development cooperation and humanitarian aid. As an example, the Foreign Minister highlighted Georgia's progress in implementing reforms and expressed hope, that Georgia will meet the technical conditions required for visa free travel before this year is through. Regarding Moldova, the Foreign Minister mentioned the importance of the fight against corruption and the need to modernize judicial authorities. The Foreign Minister also added that Georgia and Moldova are Estonia's development cooperation priority countries, which Estonia can continue to support in sharing its reform experience. The EU Foreign Ministers also jointly welcomed the decision to release six Belarusian political prisoners and expressed hope that it will create preconditions for the improvement of relations between Belarus and the European Union.</p> <p>With regards to Russia, the Foreign Ministers emphasized the need for the implementation of the Minsk agreements. &ldquo;What was agreed to in Minsk is the basis for finding a settlement to the conflict, yet so far Russia has only continued its aggressive and destabilizing behaviour with regard to Ukraine," Kaljurand said, and added that the European Union must continue with sanctions until all the requirements stipulated in the Minsk agreements are fulfilled. "If necessary, we must be ready to take additional measures against Russia."</p> <p>Foreign Minister Kaljurand thanked her EU colleagues for their support in raising the Eston Kohver issue both internationally and in bilateral relations with Russia. On September 5 it will be a year since Eston Kohver, a citizen of the European Union, was abducted from the territory of the European Union. "This is an unacceptable violation of international law and human rights. With the support of our partners and allies, we will continue to demand the release of Eston Kohver from Russia until he is safely returned to his family," Minister Kaljurand stressed.</p> <p>On the second day, the Foreign Ministers' focus was on the deepening migration crisis in Europe. It was unanimously recognized that there is no quick solution to the crisis. The refugees already in Europe, as well as the root causes of the migration crisis, must be dealt with simultaneously. "The contribution made by European Union countries is not simply measured in the number of refugees received. We are also dealing with the situation in crisis areas and in fighting against illegal immigration," Kaljurand said.
